Plugin Log Horn was created to be a user-friendly method for customizing the login screen.
The UI in this plugin presents a graphical interface and a preview screen for the user. With this plugin, any user can customize her/his login page with zero knowledge of coding or CSS.
I have been using Hugo to create static websites for my friends and myself. You can view the source on my github.
